RKCL: a Frappe programme-management platform for 5,000+ training centres and 500,000+ students

Rajasthan Knowledge Corporation Limited runs one of India's largest state-level IT literacy and skilling programmes. ATS built the custom Frappe application that manages it — centre lifecycle, student registration and batches, digital examinations, tamper-proof certificates and the KPI dashboards the state government reports from.
The challenge
Thousands of centres, one programme, no single system
RKCL's programme reaches learners through thousands of training centres across Rajasthan. Each centre has to be registered and kept compliant; each student has to be enrolled, allocated to a batch, examined and certified; and the state government expects performance reporting on all of it. Run across separate tools and manual processes, that meant slow certificate issuance, reporting assembled by hand, and no reliable way to see which centres were meeting their obligations.
The requirement was a unified platform for the whole programme lifecycle — training centre registrations, student enrolments, assessment scheduling, certification issuance and programme performance reporting — that could operate concurrently across thousands of centres. Nothing off the shelf models a state skilling programme, which is why ATS built it as a custom Frappe application rather than configuring a generic LMS.

ATS designed the application around the programme's own entities — centres, batches, students, examinations, results, certificates — as custom Frappe modules with their own workflows, permissions and reports. Training centre lifecycle management covers registration through operation and compliance; student registration and batch allocation put every learner into a schedulable group; the digital examination module handles scheduling and result processing end to end.
The hand-offs that had cost the most time were automated. Certificates are generated automatically from results, with tamper-proof verification so an employer or institution can check a certificate's authenticity. Management dashboards compute programme KPIs in real time, and the state government reports that used to be compiled manually are generated from the same data. Centre compliance monitoring flags non-compliant centres automatically rather than relying on periodic manual review.

Architecture
Frappe Framework and ERPNext on Python and MariaDB, built for 5,000+ concurrent centres
The platform is a custom application on the Frappe Framework alongside ERPNext, written in Python on MariaDB, with Vue.js for the interactive screens centre staff and administrators use. The programme's data model lives in custom modules — DocTypes for centres, students, batches, examinations and certificates — so the framework's permissions, workflow engine, reporting and REST APIs apply to all of it without bespoke plumbing.
Scale was a design constraint from the start: the system had to handle concurrent operations across more than 5,000 registered training centres, with examination windows and result publication creating sharp peaks. REST APIs expose registration, examination and certificate data for verification and for the state's reporting needs.
